Institutional equity targets 2021 to 2029

The history of underrepresentation in the Canada Research Chairs Program (CRCP) demonstrates that systemic barriers for individuals from the four designated groups (racialized individuals, Indigenous Peoples, persons with disabilities, women and gender equity-seeking groups) in the research ecosystem are systemic and persistent. Given that the CRCP’s mandate is to support research excellence, all excellent researchers must have equal access to the program. Equity targets are a tool used by the program and institutions to address the barriers to participation in the program. All researchers who participate in the program are required to meet the program’s excellence requirements. Excellence is assessed through a rigorous two-step review process: first, during the recruitment stage managed by the institution and, subsequently, during the peer review process after the individual is nominated to the program. Only individuals who are recommended for funding through the program’s rigorous peer review process are awarded a Canada Research Chair.

Equity target results

In the spirit of openness and transparency, the program publishes the equity targets and results of its target-setting exercises, while respecting the Privacy Act. Results of the December 2022 equity target deadline are available here.

Consequences for not meeting equity targets

If an institution is found not to have met its equity target(s) at any of the given equity target deadlines leading up to 2029, it will be limited to submitting only new nominations where individuals self-identify as belonging to one or more of the four designated groups and where the institution has target(s) to be met for that group leading up to the 2029 period, until their equity target gap(s) for that deadline is met.

Institutions that do not meet their equity targets by the December 2029 deadline will see their total allocation of Chairs reduced until the following allocation cycle. For more information on the Chair reduction methodology, see the Chairs Administration Guide.

According to the program’s requirements and equity target setting methodology, institutions with 40 or more Chairs are required to set targets for Tier 1 and Tier 2 Chairs for each of the four groups.
